Safely Remove Hardware error?

Okay, I built my computer. Everything's swell except there's this "Safely Remove Hardware" icon ALL THE TIME in my dock. It's telling me that my HD can be safely removed.

I'm starting to think that this is effecting it's performance (perhaps disabling write caching so I could be safely removed?) that could be effecting my game performance.

How can I turn it off? Is it a software thing or a hardware thing?
