safe-mode problem

my computer is stuck in some safe mode-like state. it doesn't say "safe mode" in the corners like i think it usually would, but everything is all shitty like when it's in safe mode. i have tried shutting it down, restarting it, switching to safe mode and switching back, whatever, but nothing has worked. i tried doing system restore, but it said there hadn't been any changes to my computer. can anyone help me? thanks
 
you may have fubared your screen resolution, check that and reinstall video drivers, and chipset drivers
