The QuickBooks database really just seems to be the .QBW file. So could you put that file on a NAS and have multiple users connect to it at the sametime? Right now we have Server 2003 with the QuickBooks Database Server Manager installed. They want to get rid of the server all together and just use a NAS. But what about the QuickBooks Database Server Manager? Wouldn't that need to be installed and connected to the DB, or is it not required?

The server is required and has to be running on the machine with the data files.
The QB server service is an actual database server, the program no longer accesses the files directly other than when it loads licensing info and company info when you open the file.
This is a huge improvement over the old system but the drawback is you cant run it off a nas.
I have not had one corrupted database file since the changeover vs one or 2 a year with the old system.
When running in local mode it still uses the QB DB server, it just connects to localhost.

So I guess you are saying that in the past you could run QB off a NAS, but now you cannot?

When you say 'run it off the NAS', do you mean it prevents use via a network share? If so, you might be able to get around that by storing the data file(s) on an iSCSI target - the windows iSCSI initiator presents the target as a local disk.
