A single cable modem is provisioned for your account. This means it's the only modem that will work. A second modem is really pointless because only one modem is allowed to be provisioned for an account.
If you want two modems, you'd have to pay for two accounts. The modem is tied to your account, and if you try hooking up a second modem it'll just sit there and not be able to connect to RR.
