Resolve artifacting

I'm having issues with my card artifacting. It is rendering on my 2 monitors fine, and handling most game graphics on high/ultra setting, but the issues I'm having is scrolling on web pages with a lot of pictures, it is SLIGHTLY stuttering while I scroll, and while I am in a few games, it is again stuttering during. Like in video cut scenes it is having horizontal lines frozen for a split second. I would say the graphical issues are causing me to have 97% happiness with my graphics. Not just terrible, but I expect 100%. I have updated with the most recent drivers I could find on AMD's website. Shouldn't this card still be servicing me fine still? Is the only thing that will resolve this a new card? And what card would be an upgrade from this and have me <$200?
