Resolution adjustment problem--help!!!

For some reason, whenever I try to lower my laptop's resolution or play a game at a resolution lower than the computer's native res, the screen size decreases instead of the resolution. The lower it goes, the smaller the screen goes---so it's just a rectangle surrounded by black. Can anyone help me with this?
 
No, it worked before, this just happened recently. Any game that runs at a resolution lower than 1680 x 1050 has black all the way around. Before it used to fill up the whole screen at any res.
 
yah there is a choice in the video settings which determine whether it fills the screen or does the whole black bars around everything, or atleast thats how my dell laptop works
 
I have an ATI 9200 in my Laptop and here's where the settings are:

Display Properties>Advanced>Displays>Panel>Scale Image To Fit Screen

I hope that helps you out.
