I have two PNY ssds both are 480 gb and perform well. My questions? Is a 480 GB ssd really a 500gb with 20gb reserved for over provisioning or garbage collection? Do I need to allocate more space for over provisioning?
Whether or not you want to over provision more depends on the workload and your desired performance level. Is this in a desktop used for everyday stuff? Then probably not. If it's under a sustained heavy write workload then you will definitely see improved write performance.
As an example of this from my own personal experiments I took a 128GB Samsung 840 EVO and secure erased it, filled it up with zeros using sequential writes and then hammered it with 32QD 4k random writes. It starts out at 60,000 IOPS, then after a few seconds that drops to 30,000 IOPS, then after a few minutes that drops to ~ 2,000 IOPS.
I then set the HPA to about 25% and performed the same routine as above. Starts out at 60,000, drops to 30,000, then drops to ~ 10,000 IOPS. So for me, with that drive under that workload I saw roughly 5x improvement.
It's worth noting I performed another test by simply creating a partition that only used 75% of the drive and the performance settled at 2,000 IOPS. So some drives need to be over provisioned by setting the HPA instead of simply creating a smaller partition.
