refresh rate wont go up

i have a radeon 9800xt,
catalyst control center 5.1.2600
monitor CTX PL6

my problem is my refresh rate looks like its going at about 60 but i have it set at 100 and its giving me ceasures. I cant seem to get it to go any better. I have a crappy little monitor next to it that looks fine but this one is annoying me.

can anyone shed any light on this problem?
