refresh rate question

this really isn't a video card question, but i couldn't think of where to post it. can anyone tell me how to change my monitor's refresh rate not within gaming. someone told me windows locks your desktop refresh rate at 65hz. if so is there a way to change it? thanks.
 
I don't know which graphics card you're using but with my nVidia setup it goes like this:

*Right click on the desktop and choose "properties".
*On the last tab "Settings", click on the "Advanced..." button.
*Switch to the "Monitor" tab.
*There should be a drop-down box called "Refresh Frequency".
*Pick one and close the dialog with "Ok".

Sit back, relax and feel the headache fade away :cool:
