So, here's a video to show what's going on (shows best in the hon loading screen) : http://tinypic.com/player.php?v=opmtkh&s=7. It looks just like it does in the video, kinda like an old crt when its being recorded. I turned vsync on in game and it fixed the problem, but I am still having the issue in windows. I tried forcing vsync on but same issue. This only happens when using an external display on my laptop, the problem doesn't occur on the laptops screen. This is also using the VGA connection, I've tried different vga cables as well. Any suggestions?

Hardware:
Acer G245H
MSI GX740 w/ 5870 mobile.
 
Nothing that would cause this, and it goes away when I turn vsync on in game. The issue still exists on my desktop/vlc.
 
Poor VGA quality, either on the monitor or the laptop.

Why not use an HDMI to DVI cable? That should fix the problem entirely.
 
I don't have an hdmi cable around, I'll pick one up and try it out tomorrow. Just a normal HDMI cable should be fine right? Or is there an advantage to using HDMI to DVI?
 
Yes, just an HDMI cable is fine. For some reason I thought either the laptop or monitor had only DVI but I see I was mistaken.
