reformat or not

You don't have to reformatt your hardrive you simply need to effectively remove the old nvidia drivers completely before you install ati drivers....before you would have to reformatt just to be safe....but really you don't need to do that now that you can use a tool called drivercleaner...download it here ...run it your done....

You can also boot to safemode and remove the drivers manually ...but no you dont' need to reformatt your hardrive.
