Really annoying video flickering problem

I have an XFX 5850 video card and the memory clock drops to 900MHz (I guess some sort of automatic resource management) from the default 1000Mhz so as you know when the memory clock is different from the set one every time you start and stop a video, streaming or not, the screen flickers.

How can I make the card to always be in sync or force it to always run at 1000Mhz? or is there another way?
