Raptor speeds

I have a WD 150g raptor, I see that there is a jumper setting area on the back of the drive, is there a setting that will make the drive faser? right now through the windows device manager the drive is reading at ~88 million bytes per second but the theoretical speed is 1.5g (I think) so is there a way to make my drive run at 1.5g or is it only going to run at 88b?
 
theoretical speed would require special aka "perfect" conditions for optimal use, but you will problably never see that theoretical speed even in perfect conditions. There is no magic turbo jumper though
