Would it be safe to transfer my PCI raid card and my two HD over to another computer?
 
As long as you don't drop anything, zap it with ESD, or plug things in wrong, you should be OK. Just be aware of the standard caveats about drivers, Windows installations, and the like.

:( I was looking forward to an electrifying experience.

I should be fine because there are no OS or programs related to the drives.
 
put the controller in first to load the driver, reboot/power off, install the drives, and you should be fine.
