Radeon 9600XT Problems

The other day I received my GeXcube 128mb Radeon 9600XT from Newegg. However, I put it in my AGP slot, boot up my computer, everything powers up, but nothing displays on the monitor.
My motherboard supports 4X AGP so that's not the problem. I tried it on a couple monitors so that's not the problem either. It's not a driver problem, because it doesn't even so much as show my BIOS load screen (and, yes, the AGP slot is selected as my video device in the BIOS)
I can only think of two possibilities: (1) The video card fan turns on when I boot up my machine, but I only have a 250W power supply, and on the box it recommends 300W, or (2) the card itself is faulty. I've never heard of GexCube, so I could imagine it's just a broken card (in which case, I'll have to send it back). My computer isn't exactly power-intensive, all I have is the motherboard, HD, CD drive, and video card, so I would think that 250W would still be enough.
My question is, should I send back the card and get another different brand 9600XT? I've heard so many good things about the card I wish I could get it to work. Or, should I just try out another card? Like an Nvidia, which I've had very good experiences with in the past (right now I have a Geforce3 Ti 200). Any help would be greatly appreciated.

By the way, tomorrow I'm going to a LAN party and hopefully someone else will be generous enough to let me try the card in their machine so I can see if it really is a problem with the card or not.
