I'm building a HTPC and I want it to be as quite as it can. I'm getting a low end graphics card and a passive cooler for that if the one I get doesn't have one.

As for the CPU its socket 754 and I'm looking for a quite watercooling system. I'm wanting recommendations on systems. I'm looking to spend less than $150 and sound is more important than cooling but I'm like to overclock some so performance is still important.
