im about to reformat my hd and reinstall windows...im gettting ALOT of internet errors while surfing the net and also having alot of problems streaming wmv videos..basically i cant....anyway my question is : if i plan to install the same drivers for my video card once i reformat should i still use driver cleaner before installing new ones?
 
you are going to reformat...so you'll have a clean drive. No data on the drive = no need to use a "driver cleaner".

thats what i thought before but i could have swarn i read a post by someone who sounded pretty knowledgable that said parts of the drivers can stay on there....
 
If you're reformatting, nothing on the drive will ever be accesible to anyone again unless you use special software. Driver cleaner is only necessary when you're swapping video cards.
