will something like this, with 512 of ram and a hd, work as an xp/office/email/internet workstation?

it comes with an integrated 1.3ghz via c3 processor running on a 266 fsb. i've been too busy with school to keep up with these things, so i dont know much about the c3 besides the fact that its cheap. this isnt gonna be for anything like gaming, just for my dad to get his work done. stability/reliability is most important since i'm not home much.
