Quick Question : Overloaded?

Hi. Just a quick question (I hope). I got some great help here yesterday.

Is there any way (apart from system instability) to tell if a PSU is becoming overloaded? I hear so many stories of people running loads of components on a 300W, while others have problems with almost identical systems on so-called 400W PSUs. I hear this is due to the quality of PSU.

Is there a utility I can download to check if my PSU is reaching its limit? I know about web-based tools, but I was hoping for something more individual and accurate. Do line values tell us anything about load?

I dont want be at the limits, then add another HDD+cards and potentially wreck my components!
