Quick question about power requirements

Hi, I'm kinda lost with this, and need your wisdom :)

if I own a 450 watts powersupply but my hardware requirements is at peak lets say 300watts. will those left over 150 watts be wasted? or the powersupply adjusts to that and consumes 300watts? i hope i made myself clear cuz i'm kinda confused. i dont want to buy a powersupply if its gonna be overkill.

btw, what do you guys think of the coolermaster realpower 450watt. i'm in the market for a black powersuppply with blue led fans. i came across that, and the tagan x-eye, but tagan costs a lot more and has 2x8cm fans where as the other has 1x12cm fans. silence is also important.
 
Could always mod your own fan, just go off of reliability and the color. (you said you wanted black) Once you buy it open it up and swap the original fans for some panaflos. (IIRC they make good quiet fans)
