Is there any difference of clocking my systems FSB to 400 with my 2200xp or running a processor with an actual FSB of 400?

only differences would be stability problems possibly

also if your using an older chip like a Thunderbird and Overclocking it to Barton 3200 speeds you will see a difference becasue Barton's have more features and more instruction sets than the Thunderbirds.

Feel free to correct me if anyone wanst to, ive never dealt with AMD chips and all i said above was just from reading forums etc.
