I'm running a 2600+ T-bred with the stock heatsink and 60mm fan. Would an 80mm Cooler Master Aero Series blower-type fan mounted on an 80-60mm fan adapter be enough to cool this thing? It's not overclocked, and I'm just looking to cut the noise down on a tight budget (I already have the blower).

I would think it would work, I've got two of these fans (on 80mm HS) and they work great.

Sure. You are not overclock, so almost any decent/silent 80mm will do the job.
