Reference cards have an AMD logo by the PCI-E contacts. That powercolor card doesn't have it so it's not a reference design.
 
Get a swiftech Komodo. Their website is truly intuitive on what is compatible. I just purchased a swiftech komodo for my 70 today and I am getting a Epsilon for my 6990 when it gets here. Amazing temp drop and my office is finally cool. I cant imagine how efficient water cooling gpu was until tonight.

Ek has been having a ton of problems with plating coming off. I think the choice of copper they picked had too low a quality.
