I plan on building a quick budget system using a cheap celeron. All I am asking is would you think I would need a better cooling device than the stock heatsink and fan? I know prescotts run warm and the celeron d's are based off of them. Lets just say the 3.06, the fastest. My case has a 120mm in it already and another 120 that can be used. And I don't live in an area where the outside air itself would be a problem. So, should I invest in a better hs/fan? Maybe also thermal paste. I dunno. Can you help. Thank you very much.

Well Stock coolers aren't great, but they are usually at least enough to run the processors they come with, heh. Otherwise they wouldn't be very useful, would they?

Get a 2.4 or a 2.53 and then overclock it, much better bang-for-your-buck

A stock cpu cooler would be fine for your celeron, the cooler which come with the CPU's are design and made for it so yeah.
