Questions about LCDs

I am buying a CRT but decided to browse through LCDs for the heck of it and never really cared about LCDs or knew much about them, and now have a few questions.
Would a for example 19" LCD be the same size as a 21" CRT?

And why is it the dimensions of some LCDs dont match with their advertised size- like this- http://www.newegg.com/Product/Product.asp?Item=N82E16824116277#DetailSpecs
It's a 19" Viewsonic but under detailed specifications for dimensions it is 16.4" x 18.1" x 9.4."
I don't see how it is 19."
 
Well with LCD monitors what it says is what you get. Like if it says 19 inch lcd monitor. That means there is 19 inches of veiwable screen. But if a CRT monitor says 19 inch crt monitor that means its like 19 inches from the top corner of the monitor to the bottom corner. But you will only have about 18 inches of veiwable screen. Does that make sense?
