I am unsure what the difference is between a video card that has VIVO capability and another card with VIVO capability with a tuner. What difference does the tuner make compared to a card that only has VIVO capability?

The cards I am comparing are the AIW ATI X800XT AGP and the Saphire ATI x850XT AGP.

Well, the tuner basically.
Regular vivo just means that you can have video input from your TV/VCR/DVD player/etc.
A card with a tuner can also use an antenna/cable feed and tune into channels by itself.
So basically it's a TV-card.
