question pci/agp lock

i have read up on my mobo and i learned that my agp/pci is not locked...it stated on the anandtech review that the highest fsb was 212 which x11 is that multiplier they used would be 2322mhz which is a pretty decent speed. What would the pci speed and agp speed be as a result of the non-pci/agp lock? And also should i upgrade to a thermalright heatsink so that i can get 212x11? or is it not even worth it? Thanks much
 
Dont buy a mobo w/out a PCI/AGP lock if your planning on overclocking.
If you do, your overclocks will be limited by how fast your PCI devices and AGP devices can clock to.
