Question on PSU consumption

I'm sick of not being able to close the door of my case with my TX650 and I just saw a xfx modular 650W for 70$ CAD. So I was wondering is it a good idea transfer the TX650 in a soon to be low power file server with 6-7 drive at first probably up to 15 drive.

Basically will a 650W consume more energy then a 450W with the same component ? and how much drive can I safely plug in a 450W ? It is gone but running 24/7 so I want it to be as efficient as possible
 
A PSU only draws as much power as it needs for the components connected to it, so a 450W PSU and a 650W PSU will use the same amount of power if they are running the same hardware and assuming they have roughly equivalent efficiency.
 
That's what I was hoping basically the consumption should be inside a few watt because the PSU is not in his efficient range ...
