Question about PAL compatibility

So, I just placed a bid on a camcorder on ebay that is PAL -- didn't know it at the time, as it's not mentioned in the item description, but looking at it again I noticed a letter in the model number was different from what I was expecting ... googled and found out it's due to the cam being PAL.

OK, so, as I'm winning the auction currently, I have some concerns ;) How big of an issue is this? I assume I can convert the PAL image to NTSC in Vegas Video, yes? However, does converting from PAL's 24 fps -> NTSC's 30 fps cause a significant loss in the quality of the video?

The resolution is different and the framerate is different. If all you're doing is going from your Cam to your PC to watch your stuff, you probably won't care. If you convert your PAL source to an NTSC dvd for instance, there will be a bit of a quality drop (probably most visible as aliasing - jaggy lines) since .... crap I can't remember which way it is but PAL and NTSC have different numbers of lines making up their images... I think PAL has 625 lines @ 25FPS, and NTSC is 525 lines at 29.97 FPS. When you change from one to the other you either lose 100 lines of your source image, or duplicate and interpolate 100 extra lines from 525.
 
So if my finished product is going to be in the PC space 90% of the time, PAL vs. NTSC is basically irrelevant then? Good to know, thanks :)
