Yes I sanded each side of the washer. I did put paste on it because it seemed as though that's what they were doing in other threads (in other forums). It's a regular washer, and I thought the point was that the bump goes through the hole? I'm sure it could be much better, or done differently, I did it in 5 minutes.

No, the point of the mod is that the thickness of whatever you use adds pressure to the base of the HS, as the thicker the spacer you are using the tighter the springs will be and as such add more pressure when fully screwed down. You do NOT need paste on it, that will do nothing but get messy, it's ok for the bump to go through the hole so long as the washer is thick enough to contact the rest of the bracket and add pressure, I have found just using a simple penny works best, I use superglue or electrical tape to hold it in place and then put the bracket back on. You might want to give that a try and see how it goes.

I understood that it's supposed to create more pressure so that the hs is tighter on the cpu for more heat transference. The washer is doing that. There could be a little more but I may just leave it as is. Although I've become an expert at removing and replacing that heatsink.
 
Why is your voltage so high if you're not over-clocking ?
I have mine(Q9550) at 1.27v and I'm Oc'd to 3.8Ghz and my temps are lower than what you're showing.
Lower your voltage down to the lowest possible setting and check for stability. If you have problems then gradually bring the voltage up. You can run that chip at a low voltage perfectly.
That will definitely lower your temps.

The lowest is whatever your chip is stable at, you lower the vCore a good bit and run about 20 passes with IBT and see if any errors come up or if the PC crashes, if it does then up the voltage a bit until its stable, if it is still stable after reducing the voltage drop it even more. Granted you have a C1 chip and mine is a E0 but mine is OCed to 3.8GHz and I am undervolted, try 1.2v and see what you get, since you are at stock.

Here's a question, should the CPU hs be hot to the touch if it's doing it's job properly? It's cool to the touch while idling, unlike this gold heatsink seen here which is hot

That HS is for the MOSFETs (with a heatpipe going to the NB), and its copper, not gold. As far as how something feels that can be all over the place, from how hot your body is to how well you fell heat, my TRUE wile at idle is warm to the touch, that being, warmer than room temp, but not hot by any means, stick with what realtemp is telling you.

Idle temps mean nothing, as the error rate that low is quite high, it's load temps that matter, also, don't expect night and day temp changes, you might get a few C drop, but you will also use less power etc.

Also, what speed (RPM) is that fan (Nexus?) running at?

Idle temps reported by any software are less accurate than load temps. The sensors that measure the temperature become less accurate the farther they get away from Tjmax (100C with most Intel CPUs).
 
I see. That's good to know. My load temps seem to be better. I think I found the culprit, or at least a big factor of my heat problems. Earlier today I opened up the little doors in the front of the case (not the big one which is always open) and found the screens completely covered in dust. One of which leads to an intake fan. No intake airflow certainly could not help.
 
1.18v here @3.4 ghz, with the same cooler and running around 40c on average across teh cores. I used AS5 in an X pattern to make sure all cores got hit. half the thickness of rice and heat sink lapped. Check that,........... I just ran real temps to give you a baseline and it reads
34,32,31,33 idle so your real hot
