Yes I sanded each side of the washer. I did put paste on it because it seemed as though that's what they were doing in other threads (in other forums). It's a regular washer, and I thought the point was that the bump goes through the hole? I'm sure it could be much better, or done differently, I did it in 5 minutes.
No, the point of the mod is that the thickness of whatever you use adds pressure to the base of the HS, as the thicker the spacer you are using the tighter the springs will be and as such add more pressure when fully screwed down. You do NOT need paste on it, that will do nothing but get messy, it's ok for the bump to go through the hole so long as the washer is thick enough to contact the rest of the bracket and add pressure, I have found just using a simple penny works best, I use superglue or electrical tape to hold it in place and then put the bracket back on. You might want to give that a try and see how it goes.
