PSU's under load? Making sounds?

Do power-supplies ever make faint crackling/fizzing noises when under load, at the brink of tipping? Every time I do a CPU-intensive action (or maybe it's GPU... Example: when I pan around a Photoshop image, or 3d Studio Max scene), I hear this fizzing sound, until the INSTANT I stop the action. (my mouse-clicks can literally orchestrate the noises)

Also, twice now, in the past 2 days, my computer has randomly rebooted in the middle of doing heavy tasks. (I added some new parts to my computer the other day, and am not sure if I have sufficient power for it)

I don't know if that psu has issues, but it's well documented that some psus and video cards squeal. Put a corsair 520hx and a radeon 4850 together and you'll see what I mean
 
im gonna say you are pushing that psu. id buy another one. one thing to remember dont go cheap on a psu. in the end it is the most important part of your rig
 
It could be either:

A. Your PSU is being overloaded.
B. The coils in the PSU are just making noise.

I had this happen with my 8800GTX's and 8800 Ultras. The Ultra X3 850watt PSU sqeals when it is put under a load but it is normal.
 
It's most likely coil whine, but it could also be failing capacitors given the age of the PSU. And especially since you're getting reboots under heavy load, I would recommend replacing the PSU with something new and more modern.
