PSU problems

I have a few issues that I'm trying to find out if they are PSU related.

I have an MGE VIgor 500 (which I just noticed MGE on the a avoid list)

http://www.newegg.com/Product/Product.asp?Item=N82E16817167009

it makes buzzing noises when I scroll, and in games and even when I open the F@H client

anyway using speedfan my rails as I post this are showing:

+3.3: 3.17V (solid)
+5V: 4.19V (this fluctuates down to 3.8 and 2.8 and then back as I post this)
+12V: 12.16V (sold give or take .10V but never going under 12.12)
-12V: -2.57V (wtf)
-5V: -2.19 V (wtf)
+5V: 3.25V (fluctuating as well up to 4.73 then back as low as 2.63 just now as I am posting)

I had a spare crappy Hercules PSU 500w from another case and tested with it and got the near same rails.....

is speedfan accuate at all on these readings?

I've a few hard locks but not many but the other thing that concerns me and I admit now knowing if this is connected in any way but my smartgart will not allow me to change to 8x and turn fastwrites on (they are set to 8x and smart write is set to auto in BIOS only other option being off for smart writes is BIOS) I have reinstalled the chipset drivers and the ATU cats but still won't let me change it...

which rails does the AGP card use...

sorry for so many questions but thanks in adavance for answers

Are you sure the noise is from the power supply and not from somewhere on the motherboard?

Probably not.

Depends on the AGP card, but typically 3.3V. If you throw the Hercules in there do you get the same hard locks?

the hard locks are rare so I have no way of giving an answer yet.....

the sound is definitely coming from the PSU as with the Hercules the sound is gone and I can put my ear to it and hear it

what program should I use for accuate readings... I stoped useing MBM because it seamed to use more system resources then speedfan

No software. All software is going to give you pretty much the same number because they all get the data from the same chip on the motherboard.
