PSU problem

I'm having a problem with 2 PSU's on two of my (shitty) computers.

The one is a 200W and i'm not sure what the other is, but its not like they're running anything good. just a p3 and a p2, a cd drive and a hdd.

the 200W, most of the time, the power switch doesn't even work, and as for the other one, i have it plugged into the wall, and nothing inside the computer other than the mobo. and the fan turns on, and it boots. then, if i hook up a 3.2GB hdd, it slows down for a sec, but doesn't completely stop. But, if i change it to a 20GB, it doesn't boot period. I think they might be shot, but i was just thinking of using this PC for linux anyway. If they are shot, how much are we talking for a new one? i don't need like a 400W PSU, just something small and cheap. Also, the 200W is in a gateway, and the problem might also lie with the power button. it only works once in a blue moon. so i was thinking there might be a problem with that. It is confusing. if anyone has any links to help me with that, i'd would be much appreciated. the gateway is an old model, from 2001. am i not getting enough power from the wall, or is it just shorted out?
