PSU problem?

I have a 400w psu that has been running well for the past year. Since August, it has been running about 24/7 (college = free electric), but recently a problem has occured.

Once I turn on my computer, it turns off in 3 to 10 seconds. I don't know if its a PSU problem or something else.
 
System specs?

I think it sounds like the PSU may be going and now unable to handle the load on it so it shuts itself down... I had this problem trying to power a dual p3 on a very old 100w psu and it did the same thing and I replaced the PSU with a newer 250w and it worked fine after that.
 
AMD 2800+ sempron
512mb RAM pc3200
120gb Maxtor 7200 rpm

I took out uneccessary drives, and even my hdd to see if it was a power issue. I stripped everything from my computer, but the computer just shuts down after several seconds.

Weird thing is, if I take out the power chord, wait a few hours and plug it back in, the computer is able to start but shuts down after several seconds.
