PSU issue (I think)

I posted this in the General section but didn't get much response. Hoping this is better...

I have had my rig for over a year. It normally runs 24x7 with weekly reboots.

We have been having rolling blackouts in my area so I decided to play it safe and unplug my surge protector from the wall. The surge protector has the computer, monitor, speakers and cable modem plugged into it.

I came back around 3 hours later and plugged the surge protector back in. I noticed the outlet sparked a little bit when I plugged the protector back in.

Well, then the computer wouldn't turn on. The monitor and cable modem turned on just fine but the computer wouldn't do anything. No POST, no spin up. Nothing. I flipped the hard power switch from off to on and could hear the soft squeal of electric power being applied and the light on the motherboard was green indicating it was getting power. Still nothing would happen when I would push the power button on the front of the computer.

After 10 minutes of scratching my head I randomly tried the power button again and bingo! It booted. WTF? Is this normal? Do the capacitors need to "charge" up after having no power for a while? Is this indicative of a failing power supply?

The power supply is an Antec Neopower 480 and I have an A8N-SLI Deluxe motherboard.

I tested this again by switching the hard power switch on the PSU to off for 20 mins. After 20 mins I flipped the switch to ON and pushed the power button on the case. No boot up. I then waited about 3 mins and tried the power button on the case again. This time the computer booted normally. I have now repeated this test 3x and the same thing happens each time. Anyone have any ideas?
 
Well, I do know that (at least with my psu) if I flip the switch on the back of the psu off, then back on again, I have to wait about 30 seconds for it to get power, otherwise it won't power on just like with your computer. Maybe the caps are charging, IDK.

Try it again. Flip the switch off, then on again. Wait ~30 seconds, and power on.
