PSU failure? Tests?

I never power off my computer normally, but since I was going to be out of town from Thursday to Sunday for Thanksgiving...

Of course when I get back and go to boot up:
-Fans start, run 10 seconds, turn off for a couple of seconds.
-Fans restart, but no signal is sent to monitor, in fact the mouse and kb aren't even getting power.

I'm not sure if this is a PSU problem or not. What tests does [H] recommend to get a clear diagnosis of the problem?

Figure I should test first the outlet & power strip, then the PSU. The system has been running with no issues for 3 months, but this was probably the first time it had been off for over 24 hours since I built it and the first time I shut it down in 1 month+

I was tired as hell from getting home so couldn't really cope with it last night. Posting from work now.
