Problems after power surge

Hi,

I'm working on a computer that has suffered from a power surge. This computer is from a shop and they don't have any protections against that kind of problems.

Lots of .DLL missing (Win98), problems installing any hardware like printer, i formated using fdisk /mbr and format c:

I'm trying to reinstall Win98 to see if the problem could be the OS but it doesn't even work. I tried also by changing the boot sequence in the BIOS from A, C, SCSI to CD-ROM, C, A and it doesn't work.

What is the most common hardware problem after a power surge, is it the Power Supply, IDE cables or others ?

Anything that i can do to try to fix this?
