problem with boot, need help asap!

ok my freind tried to fix his laptop by reformating with the included toshiba cd's, when we went to reformat it would get to 100% then the screen would go black and do nothing, so after waiting 20 mins we turned it off and turned it back on, the laptop POST but next it just goes to a black screen with a blinking cursor at the top. we tried sticking the recovery cd's in and they wont boot like before help us!
