Problem with Apple Display --> PC

I recently bought a 20" Apple LCD for my father's PC. I have the LCD hooked up to the required external Apple DVI adapter wich is connected into the DVI connector of his PCI FX5200. Unfortunately, when I press the power button, it glows for a moment and then fades to black, as if the LCD shut itself off. I've hooked up the LCD to my computer (running AGP video) and it works just fine.

Is it possible that the PCI video card is not supplying enough juice to the LCD monitor, or is there another problem?
