Prob with new pc

I recently bought a new pc:
Intel 3.0 gig cpu
A bit Is7 mob
1 gig geil 3200 golden dragon ram
Ati radeon 9800 pro 128 mg
120 wd special addition
X-dreamer case w/ 350 power supply and 4 fans.

It worked good for 3 days now I go to turn it on and the light on the mother board goes on, as well as the lights on the ram, but nothing else. The power supply fan does not go on, and the mob fans do not go on, and I get nothing. Does anyone have any ideas before i rma the whole damn thing?
 
I tried a new psu in it and the fans started, for less then a 1/2 a sec and then stopped and i had the same problem

I removed the cpu and fan, to find that the cpu was attached to the fan < it wasn't when i installed it> and I am thinking the chip blew. I know that the powersupply on the atx's wont start with out a working mob and chip so I think that is the problem. If anyone has any other ideas or can expand on what is wrong or knows a way to fix this please tell me, because i have heard that Intel is a pain in the rear to get things rma'd.
