Power supply problem?

tell me if you guys think this is my powersupply failing on me. I've been having problems booting into windows xp. I'm running an amd 2800+, 1024 3200ddr corsair extreme ram , radeon 9700 aiw pro, and 160gig hard drive on Windows xp Pro. Whenever i leave it off for a couple of hours it won't boot up when you first push the power, you have to cycle it on and off a couple of times b4 you can even get a video feed for the bios. Then when windows or linux (dual boot) trys to boot it,, the screen goes blank when windows flashes (right b4 the window logo shows up in the boot up or the same in linux, it just dies. I've never had a heating issue and have been watching it in the bios and it isn't getting hot. If i try for about 30 minutes of rebooting, it will eventually get into windows. Or if i go to the bios and underclock my cpu it will load up without any problems. Also whenever i do get it running without underclocking it, it runs fine unless i turn it off for about 20 minutes and it starts acting up again. Any suggestions would be appreciated.


(btw, i have taken out ram, made sure all the pci and agp cards were all in place firmly)
