power supply noise problem

i have one of the xclio 450 watt power supply, and lately i have been noticing a quite screech sound from the power supply when the system is off. the sound goes continuously. i don't know how this started. but can anyone point to any possibilities and maybe some solutions. if more detail is needed then i will give more

so what does that mean. is my power supply dying. will it take my components down if it is a good quality one like the xclio
