power supply going bad???

i just deffraged my hard drive, and when i went to restart the computer posts but shuts down right when the bios load screen appear's i had to reset my power surge protector a few times to get back into windows anyone know if this is a case of bad psu? my computer has been rock stable since i got it. everything on it is brand new. any thought? thanks guys.
