Power supply Dead?

I got a broken Power supply "Aerocool Blue" but i cant test it cause i dont have a tester. I short out pins 14 + 15 and plug it in and nothing happens. Should i toss it? Fans dont turn on :(
 
14 and 15 should be the green turn on lead and a ground. That's what you jumpered, right?

If you don't even get a twitch with those two wires jumped, that PSU is pretty damn dead! :)
 
it twitched when i did it, i used a length of solder, jumpered them, then plugged in the PS and they switched it on. i thought i heard a crack like a short, and now it doesnt twitch anymore, ill save the leads but ill toss the PS. to bad i dont have any use for Huge ass capaciters ;)
 
most power supplies won't turn on unless you have a load on them.

Plug in an old hard drive or something, and then try shorting the pins.
