Power problems?

Friend of mine just moved, called to say he was having problems. Seems the monitor won't get a signal every time he boots up. It'll goto windows after a couple of tries but generally after it reboots nothing comes up. He has to power down and power on a couple of times before it comes on again.

Said all the fans are running, and this computer was running fine before he moved. I said check to make sure the video card is secure in the slot. But other than that any ideas what could be causing the problem?
