Power meter vs PSU rating

Greetings.

I have a coworker who recently got a power meter similar to a kill-a-watt (plugs into the wall then stuff plugs into it), and measured one of his test computers on it. The computer has a dual core processor, raid card and about 5-6 hard drives in it, and his meter measured that the thing was only using about 167 watts at idle. His assertion after seeing this is that there is no need for a power supply higher than 2-300 watts and that the PSU companies are just ripping people off.

I've looked around for information but haven't found much. Could the PSU experts here help me debunk his theory?
 
1) It's at idle
2) The power supply derates with operating temperature
3) Sampling rate on the meter is too slow to see true peak load values
4) The power meter can be fooled into producing low numbers with APFC units
5) It's at idle
6) Etc
 
Encourage him for cheap thrills.

Tell him to buy a 200W power supply and then fire up Lost Planet or Far Cry or something and see what happens. ;)
