Possible PSU Problem?

I'm having this weird problem when booting up my computer. Basically I'll hit the power button my fans will spin up like normal then .5 - 3 seconds later my computer will lose power.
Then it tries again and sometimes it will succeed in booting or it will lose all power again. It will do this anywhere from 2-5 times until it finally boots. When powered on everything seems to work fine.
My PSU does make a high pitched whine noise but it has done that for a little while now. Is it the PSU? Or could it be something else? Specs in Sig.
 
That's usually a motherboard issue, but if you want to rule out the PSU, all you have to do is try another one.
 
Come to think of it it might be. Might have started happening after I cleaned up my wires.
I don't turn it off much so I might have not noticed right away. I'll check my wiring.
