Possible PSU problem?

I have an OCZ PowerStream 520w running the rig in my signature. The system is rock solid, but when I shut the system off it will not power back up without cycling the PSU switch while pressing the power button. I can also sometimes hear the fans changing RPM. Are there problems with these power supplies? I paid over $100 for it a year or 2 ago. What is the warranty on these?
 
?? Possible motherboard issue ?? The cold boot thing is concerning, as is variable RPM on the fans supplies via motherboard.

Also, we have no idea what your system is composed of. Some more information would be very helpful.

Epox 9npaj mobo, Opteron 165 currently @ 2.7ghz, 8800GTS. The only fan powered on the motherboard is the CPU fan, but I am not sure that is the one that is changing RPM.

It is weird because initially it would power on after cycling the power switch, but now it will only power on if I am pressing the power button while toggling the power switch.
 
Hello. I would remove the PSU connectors from the motherboard and re-seat them firmly. This will insure you are making good connections.

Have you tried running your system at defaults speeds? Try at stock settings and let me know if you still have the problem after you re-seat the connectors.
