No, the DX12 explicit multi-adapter stuff (and the similar tech in Vulcan) applies to non-VR surfaces also.
 
Keep In mind AMDs Pro Duo and its target of the Devs. They are pushing mGPU for good reason. Consoles have definitely started helping AMD performance quality, somewhat early still but we can see the results. Getting VR using mGPU will help the same even outside the context of VR.
