Please help: 70fps - 15fps every 5secs

I mostly use this computer for gaming bought it in Jan/07, and just recently about 2weeks ago, when im playing Cs:Source or WoW, my fps would go from 70 and then drop down to 15fps and it seems to happen every 5secs.

I notice it more in Cs:source, once it drops from 70fps - 15fps, its like a horrible lag for about 2sec then goes back up to 70fps. Which messes up game play big time

Is this a Video card or Power supply issue?

ps- sometimes a random line would just appear down the screen, here is a screenshot of what it did once

Its an HP Pavilon - A1630n (yes i know, but it was on sale for $650bux) and my pockets are not deep.

Amd athlon 64x 2
4600+ processor
2.4 GHz, 2gig ram
250gig hard drive
300watt power supply


ps - i have touched the video card and it is super hot, and i even removed it and used the Dust spray, no luck still =(

What video card is in there, and what are specs on the PSU. Judging from that picture it looks like a video card issue for sure.

was a stock 6150le, then buddy gave me his nvid - 6600gt on feb. only starting acting up recently

Are your O/Cing the video card? Also what temp is the card running when idle and under full load IE WoW ect...

Vid card is bone stock 128mb Pci-E 6600gt (never oc)

and how do get an accurate temp. reading?
